1. Roote – The head of the institution and the central character. He is authoritarian, insecure, forgetful, and increasingly paranoid as the story progresses.

 

2. Gibbs – Roote's senior assistant. Calm, disciplined, intelligent, and highly efficient, he gradually gains influence within the institution.

 

3. Lush – A nervous and submissive administrative officer who constantly tries to avoid blame and satisfy his superiors.

 

4. Miss Cutts – A young female employee who has a secret romantic relationship with Roote. She is confident, independent, and often manipulates situations to her advantage.

 

5. Miss Roach – Another female member of the institution's staff. She assists with administrative duties and becomes involved in the ongoing investigation.

 

6. Lamb – A junior official who is inexperienced, polite, and eager to perform his duties correctly. He often finds himself caught in the confusion created by his superiors.

 

7. Tubb – A security officer responsible for carrying out orders within the institution. He participates in investigations and enforcement activities.

 

8. Patient 6457 – A resident of the institution whose death becomes the central mystery that triggers the events of the play. The character never appears on stage.

 

9. Patient 6459 – A female resident who unexpectedly gives birth to a child while confined in the institution. Like the other patients, she remains offstage and is known only by her number.

 

10. The Newborn Child – The baby born to Patient 6459. Although never seen on stage, the child's birth becomes a major source of confusion and investigation.

 

11. Other Staff Members – Various unnamed employees, attendants, guards, and officials who help operate the institution and contribute to its bureaucratic atmosphere.

 

12. Other Residents (Patients) – Unnamed individuals confined within the institution. They remain unseen throughout the play and are referred to only through administrative records or identification numbers.
